Le pays n&#8217;a pas de gouvernement efficace en place ; ce qui aggrave la crise \u00e9nerg\u00e9tique au niveau local, car les municipalit\u00e9s &#8211; frapp\u00e9es par une inflation \u00e9lev\u00e9e, une aggravation de la pauvret\u00e9 \u00e9nerg\u00e9tique, etc. &#8211; ne sont pas en mesure d&#8217;acc\u00e9der aux principaux fonds europ\u00e9ens pour leurs projets locaux d&#8217;efficacit\u00e9 \u00e9nerg\u00e9tique dans le cadre du paquet &#8220;r\u00e9silience et relance&#8221;. L&#8217;appropriation est un autre probl\u00e8me majeur ; au sein du gouvernement, il n&#8217;y a pas de minist\u00e8re d\u00e9di\u00e9 \u00e0 l&#8217;\u00e9nergie, tandis qu&#8217;au niveau local, les gestionnaires de l&#8217;\u00e9nergie font toujours d\u00e9faut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les signataires de la Convention des maires, qui disposent d&#8217;un PAEDC, sont dans une meilleure situation car ils ont commenc\u00e9 leur gestion de l&#8217;\u00e9nergie tout en cr\u00e9ant l&#8217;infrastructure (humaine) appropri\u00e9e. Certaines villes pionni\u00e8res, comme Gabrovo et Sofia, vont m\u00eame plus loin ; dans le cadre des <a href=\"https:\/\/ec.europa.eu\/info\/research-and-innovation\/funding\/funding-opportunities\/funding-programmes-and-open-calls\/horizon-europe\/eu-missions-horizon-europe\/climate-neutral-and-smart-cities_en\">100 villes de la EU mission<\/a>, elles se sont engag\u00e9es \u00e0 atteindre l&#8217;objectif le plus ambitieux : la neutralit\u00e9 climatique d&#8217;ici 2050.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La crise \u00e9nerg\u00e9tique cr\u00e9e \u00e9galement un \u00e9lan pour la transition \u00e9nerg\u00e9tique locale : la hausse des prix du gaz et du p\u00e9trole favorise les investissements dans l&#8217;efficacit\u00e9 \u00e9nerg\u00e9tique et les \u00e9nergies renouvelables &#8211; motiv\u00e9s principalement par les discours sur<em> l&#8217;ind\u00e9pendance et la s\u00e9curit\u00e9 \u00e9nerg\u00e9tiques<\/em>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Comme l&#8217;a fait remarquer la maire de Gabrovo, Tanya Hristova : <em>&#8220;Les vieilles habitudes ont la vie dure ; c&#8217;est pourquoi les municipalit\u00e9s doivent \u00eatre encore plus innovantes en temps de crise, d\u00e9velopper davantage les comp\u00e9tences locales et cr\u00e9er un environnement favorable aux meilleures technologies disponibles<\/em>&#8220;. L&#8217;\u00e9v\u00e9nement du 7 juillet 2022 \u00e0 Gabrovo, en Bulgarie, a rassembl\u00e9 un grand nombre de maires et de maires adjoints bulgares.
