Energy Efficiency Watch 4
Making the implementation of the Energy Efficiency Directive a reality,Making the implementation of the Energy Efficiency Directive a reality
What is a Directivewithout a proper implementation? Energy Efficiency Watch 4 (EEW4) monitors howMember States translate the European Energy Efficiency Directive into impactingenergy efficiency policies. In order to accelerate the directive’simplementation all over Europe, the project shares its insights with a varietyof stakeholders such as the European Parliament, European Commission, national, regional, local policy makers and experts.
The project intendsto develop narratives for national, regional and local level creating a broaderunderstanding of the multiple benefits of energy efficiency such as:improvement of air quality, modernization of buildings, job creation, climateprotection, energy security and social inclusion.
The core objectiveof EEW4 is to discuss and broadly disseminate the essence of revised EUdirectives on energy efficiency under the umbrella of the Clean Energy Package(CEP), primarily on EED and EPBD, with decision makers and relevantstakeholders. The objective will be reached through events at European andnational parliaments, at regional and municipal level and by broadlydisseminating its findings and results.
EEW4 wants to create astrong link between energy efficiency policies triggered by the new EUdirectives EEW and EPBD, and supportive narratives.
This will be achievedthrough: collecting input from a broadstakeholder group – incl. MEPs, National Parliaments, regional and local energyagencies, scientific community and business stakeholders – for narrativebuilding which can support policy implementation in the respective countryand sector context.
The project is structuring and analyzing the input by a group of experienced experts in the project team, supported by selected external experts and a focus group from the various stakeholder groups.
Finally,EEW4 will develop and test new narratives and provide policy recommendations. This will be achieved through: writing ten case studies, in which theinteraction between the implementation of policy instruments and supportivenarratives is shown in different country and sector contexts. The project willtest these case studies with a variety of stakeholders and based on theirfeedback develop a collection of successful narratives.
EEW4 will deliver:
- Survey results on 28 countries’ on perceived progress in energy efficiency policies (one in each EU Member State)
- 10 case studies on policy instruments and supportive narratives
- a brochure on strategic policy and business conclusions and a Feedback Loop Report.
